Duryodhana sent Dushasana to bring Draupadi as Pratikraman failed to do so. Dushasana went to Draupadi's chamber and told her that he had been conquered by the Kauravas and that she should look at Duryodhana without any shame.
Dushasana also told Draupadi that since they had won her, she should now love the Kauravas. Draupadi tried to escape to Gandhari's royal chamber but Dushasana pounced on her and grabbed her by the hair. Draupadi was then dragged all the way to the gathering where the dice game was held. So this is the reason why Gandhari could not save Draupadi from being humiliated.
